Maldives Ports Limited (MPL) has announced that it has received an Expression of Interest (EOI) for the development and financing of the “Uligan Marina Project.” To ensure a fair and competitive process, MPL is inviting interested parties to submit EOIs for this significant venture.
Project Overview
The Uligan Marina project aims to develop a state-of-the-art marina and cruise terminal near the northern tip of the Maldives, strategically positioned along one of the busiest maritime routes for leisure travelers and global trade. The project will offer top-notch docking and berthing facilities for yachts and leisure crafts, serving as a premier entry gateway to the Maldives. Additionally, the development will include a cruise terminal, resorts, and city hotels, boosting maritime infrastructure, tourism, and the local economy.
Project Components
Proponents are required to submit an EOI for the compulsory Yacht Marina component and may also include additional components such as:
- Yacht Marina (Compulsory)
- Cruise Terminal
- Vessel Docking Facility
- Uligan Port Facility (ISPS Gate)
- City Hotel(s)
- Cafés and Restaurants
Each component involves varying levels of capital investment and project activities, with marine infrastructure development preceding the construction of passenger terminals, hotels, and restaurants.

Marine Infrastructure Development
Key aspects of the marine infrastructure development include the construction of breakwaters and seawalls to protect the marina from strong wave actions, ensuring calm waters and a safe environment for vessels. The project also entails developing a cruise terminal with advanced mooring systems to secure large vessels.
Preferred Business Models
While the preferred business model for the project is the EPC+F model, MPL is open to other proposals that clearly outline the benefits to both MPL and the proponent.
Rights of MPL
MPL reserves the right to accept or reject any proposal and to annul the EOI process at any stage prior to the signing of the framework agreement, without incurring any liability to the proponents.
Submission Requirements
Eligible respondents include legally registered business entities in the Maldives and abroad, excluding sole-proprietorships and those without requisite experience in similar projects. All applicants must submit the completed “1-2 Letter of Expression of Interest” form attached to this document. Additional supporting documents to substantiate claims of experience, financial capabilities, and technical capabilities are encouraged.
